31 August 2009 - CCDCL 2008 Annual Report.
Mr. Chairman and Members of Cappoquin Community Development Company Limited.

I present hereunder the Annual Report of the Cappoquin Community Development Company Limited for the calendar year 2008. The Company completed its sixteenth year in existence and this is the fifteenth Annual Report. It is again pleasant to report that the vision, growth and status of the Company were considerably enhanced during 2008.

During 2008 a total of 23 meetings of the Governing Body of the Company were held. This was in addition to several other sub committee meetings in which members of the Company are involved.

The commitment and dedication of Company members to the business of the Company and thus to the local community must be recorded. This is reflected in the significant amount of voluntary time devoted by members to their individual and collective assignments and in particular to attendance at meetings of the Governing Body. At the 2007 Annual General Meeting 15 persons were elected to the Governing Body of the Company under the Chairmanship of Mr. Ollie Wilkinson.

Death of Members
It is with deep sadness that I record the death of two members of the Company in 2008 namely Mr. Tom Hackett and Mr. Michael Doherty. Tom and Michael were valued members of the Company and made their own unique and significant contributions to the local community during their lifetime in Cappoquin.

Tom Hackett was involved in several community organisations during his life in Cappoquin. As a member of this Company he will be most remembered as the founder and chief organiser of the Tidy Team in whom he instilled and nurtured his own strong sense of voluntary contribution to the community. Tom was extremely proud of his achievements in the community and worked diligently for the benefit of others. His commitment to the community centre never ceased even in his later years of failing health and one of his proudest moments was his attendance at the official opening of the community centre in 2007.

Michael Doherty was a staunch supporter of the Cappoquin Community Development Company Ltd being a member since its inception in 1993 and rarely failed to make a Governing Body meeting.

His own unique sense of wit lightened many difficult decision making situations at meetings of the Governing Body. Michael was always available to lend a willing hand to whatever event was happening and his work and maintenance of the Enterprise Centre and surrounding site at Lefanta in which he took a personal interest was always to the highest standard.

The loss of Tom and Michael to the Company is incalculable. However their achievements as community volunteers and members of the Governing Body of Cappoquin Community Development Company Limited will be remembered and recorded for all time. The Company was extremely pleased to place the community centre at the disposal of both families at the time of their bereavements. I wish again to extend the sympathy of the Company to both families on their loss.

Community Centre
2008 was the first full year of operation of the community centre complex. The centre has provided significant community and economic benefits to the town and surrounding areas during this period.

The Childcare facility is operating at capacity, the educational and meeting rooms and gymnasium are extensively utilised and the Cavanagh Hall is providing entertainment for all ages.

The greatest achievement for the Company during 2008 was the hosting of the All Ireland Pride of Place Awards in the Community Centre in November 2008. In excess of 500 people representing communities from every part of Ireland attended and were treated to a four course meal in a highly decorated Cavanagh Hall. This meal was specially prepared from local County Waterford produce by Eunice Power of Powersfield House and Paul Flynn of The Tannery. The function was attended by the President of Ireland, Ms. Mary McAleese who in her address was most complementary to the Cappoquin Community Development Company Limited for its foresight and commitment in constructing the centre. She stated that the people of Cappoquin and surrounding areas should be extremely proud of their achievement and always indebted to the Committee which spearheaded its development and construction. The Company wishes to especially thank the local flower club and Tidy Towns Committee for their assistance in organising this event.

Many other events were held in the Cavanagh Hall during the year including a performance of The Glass Menagerie by Tallow Dramatic Society, Winnies Trad Festival Weekend, Hilary Reynolds and the Orpheus Choir, Dungarvan Gospel Choir, John Kenny on behalf of the local GAA Club, Cornerstone Festival Events, Michael Collins Band on behalf of the Tidy Towns Committee and the Brendan Boyer Band Show for which we sincerely thank Ms. Eileen Prendergast for organising. In addition a newly established local choral society organised a children’s Christmas concert which was a tremendous success.

The Cavanagh Hall was also utilised by Waterford County Council as a food stop in the Sean Kelly Cycling Tour in August. The Company wishes to thank the Tidy Towns Committee for their assistance in preparing and administering the food to the cyclists participating.

Many local groups utilised the Cavanagh Hall for sports and other events during the year such as the Tourin/Melleray Badminton Club, Waterford County Badminton Association, Cappoquin Juvenile and Adult GAA Clubs, Cappoquin Soccer Clubs, FAI Junior Soccer and the local active retirement group.

The gymnasium continues to be used extensively by all age groups. The additional tv screens has increased the attractiveness of this facility. The assistance of Connor Prendergast, Claire Egan and Lisa McGrath in providing training programmes and advice to users is acknowledged.

The kitchen facilities have proved to be most beneficial in providing refreshments for events at the Cavanagh Hall. These facilities have also been used in providing cookery classes, cookery demonstrations and training programmes to groups such as lone parents of the area.

A schedule of courses and classes for both Spring and Autumn seasons were prepared for the IT and Education Facility and these in general were well attended. The Company acknowledges the assistance of Waterford Institute of Technology in providing a Higher Certificate Diploma course in Business Studies in the centre and the VEC for the provision of local courses.

The Childcare Facility continues to be the most demanded service provided by the Cappoquin Community Development Company Limited. This facility operated at full capacity for 2008. The commitment and dedication of staff in this area is fully acknowledged.

The facility has again been subject to audits from HSE and relevant childcare bodies and in all incidences received extremely positive reports. The Company wishes to welcome new childcare staff members who joined us during the year namely Marian Kavanagh, Marguerite McGrath, Nicola McGrath and Dawn Hennebry and the Company now employs 8 people in the Childcare Facility. Following the resignation of Ms. Emma Dalton during the year Ms. Mairead Landers was appointed crèche supervisor. The Company acknowledges the financial assistance provided by Pobal to the Childcare Facility and the role of the Childcare Committee of Marian Looby, Orla Nicholson and Cathy McGrath in overseeing the operation of this facility.

The Community Centre continues to be availed of as an office for the local FÁS Supervisor and for Waterford County Council Rate Collector.

No progress was made in 2008 in relation to the rear boundary issue at the Community Centre site however the Company will continue to cooperate fully with the landowner to have this issue resolved as speedily as possible.

The duties of caretaking the Community Centre complex were carried out by FÁS workers Mr. Daithi Cunningham and Mr. Michael O’Rourke. These have been assisted in 2008 by Mr. Billy Bray who began work under the Rural Social Scheme. The Company wishes to sincerely thank all three for their assistance and commitment at all times. Mr. Daithi Cunningham also provides security duties to the centre which inevitably involved call out at unsociable hours and we thank him particularly for this. The Company also acknowledges the assistance of FÁS and Leader for provision and payment of Caretakers.

A defibrillator was purchased and installed by the Company adjacent to the Cavanagh Hall during 2008 and a number of members of staff have been trained in its use.

Enterprise Unit
Our Enterprise Units at Lefanta have the potential to provide significant income to the Company. However due to the general economic downturn some of these units became vacant during the year with indications that others will become vacant during 2009. This will be a serious issue for the Company to address. At the end of 2008 the position of the units is as follows:

Unit No. 1 - Vacant
Unit No. 2 - Occupied by Cappo Cash & Carry
Unit No. 3 - Occupied by Michael Doherty
Units 4, 5, 7 & 8 - Vacant
Unit 6 - Occupied by Cappoquin Meats
Mr. David Keane dealt with leasing matters for these units in conjunction with our auctioneers and legal advisors during 2008.

Finance
The Directors Report and Financial Statement of the Company which has been presented at this Annual General Meeting again shows the Company to be in a satisfactory position financially. The primary sources of income to the Company during 2008 were the weekly lotto, enterprise units, childcare, gymnasium, functions and room and hall rental. The principle expenditures were staff costs, energy and maintenance.

In 2008 the Company received the outstanding 2007 Sports Capital Grant of €156,000 and the associated €35,000 from the Clár fund. A further capital grant of €37,500 was received from Waterford County Council and €16,000 from the Department of Finance lotto grant.

To maintain the Company’s finances an annual operating budget is adopted and a monthly financial report is presented to Governing Body members. The expertise of Company member Mr. John Flynn is acknowledged on all financial matters.

The withdrawal of the Sports Capital Grant by the Government in 2008 has implications for the Company going forward. The current Capital debt of the Company at the end of 2008 amounted to approximately €400,000 which is being covered by a bank loan serviced by the Company. This situation has to be seriously addressed by the Company in 2009. The continuing efforts of Mr. Tom Feerick in addressing the financial situation of the Company is acknowledged by all members.

The Company also acknowledges the assistance of Ms. Miriam Coughlan in selling weekly lotto tickets and Mr. Tom Kelleher for the use of the Super Valu premises for the sale of these tickets.

As in previous years the Company provided financial assistance to a number of local groups such as Affane Bridge Club, Cappoquin Tidy Towns, Cappoquin GAA Club, Cappoquin Soccer Club, Cappoquin Community Games and Waterford Badminton Association.

The Company also acknowledges the support of Ms. Kristen Jameson who had an open day at Tourin House & Gardens with part of the proceeds coming to Cappoquin Community Development Company Limited. The final payments to Consulting Engineers and to main contractors amounting to approximately €120,000 were made during 2008.

Tidy Towns
Cappoquin Tidy Towns Committee operated in 2008 again as a Sub Committee of the Cappoquin Community Development Company Limited. The Company representatives were Mr. Anthony Prendergast, Mr. John McGrath and Ms. Cathy McGrath. In the national Tidy Towns Competition Cappoquin received a mark of 252 out of a total of 400 which is an increase of 6 marks on 2007. The Company compliments the Cappoquin Tidy Towns Committee on their efforts in improving the image of the town and their achievements in increasing their marks in the National Competition.

Christmas Lights
The Company again erected Christmas trees in the square and at the Community Centre. As in previous years these trees were kindly sponsored by Coillte whose sponsorship is acknowledged by the Company. The Company erected festive street lights on Main Street and at other locations in the town. The cost of this lighting was fully met by the Company. The Company acknowledges the assistance of local County Council workers in erecting and removing these lights.

Miscellaneous
During 2008 the Company submitted an application to the Health Services Executive for the provision of a Primary Care Centre in Cappoquin following the HSE’s advertisement to construct such a facility in West Waterford. Discussions were held with the local medical practitioners and three options were submitted namely, an extension of the existing health centre, the use of the former Technical School building and the former Mercy Convent site. No reply was received from the HSE up to the end of 2008.

Cappoquin Community Development Company Limited also investigated during 2008 an innovative idea of recognising the spirit of entrepreneurship. This recognition of personal endeavour, entrepreneurship, philanthropy and good citizenship would be rewarded by the Company in presenting annual awards to high achievers in these areas both locally and nationally. This matter will be further pursued in 2009.

The Company has made application to Waterford Leader Partnership for funds towards the preparation of a Town Enhancement Plan for Cappoquin. If successful the Company will facilitate the preparation of this plan and involve all sections of the community. This will be a plan for the people of Cappoquin by the people of Cappoquin.

The Company also involved itself in negotiations in relation to the restructuring of Cappoquin Chickens and had meetings with the growers and new owners of the factory. These negotiations assisted in transitional arrangements for the new Company.

The Company considered again the construction of houses for the elderly. However a suitable site within the town is not currently available and hence these plans are deferred for the present.

The Company also prepared plans for the construction of a swimming pool and associated facilities attached to the Community Centre. These plans are also deferred due to the current economic climate.

The Company acknowledges the continued support of Dr. Tom Cavanagh who has actively advised, assisted and encouraged the Company in every facet of its operations.

The Company wishes to thank Waterford Leader Partnership and in particular Mr. Jimmy Taaffe, Waterford County Council, Waterford VEC, HSE, South East Tourism and WIT for their assistance during 2008. The assistance of legal advisors Lanigan & Curran Solicitors, Spratt Property Partners, AIB and Accountants Mansfield & Company are also acknowledged. The Company acknowledges the support of Mr. Noel Healy, Area Engineer and Council Services Supervisor Mr. Paddy Walsh and their staff for their assistance to the Company throughout 2008.

The Company also wishes to thank Ms. Bernie Glavin and her assistants in providing catering facilities to the Company and other users of the Community Centre during 2008. The provision of electrical and plumbing maintenance by Mr. Kieran Cahill and Mr. Shane Barry respectively is also acknowledged.

The management of the Company’s daily operations is carried out by Ms. Cathy McGrath. This was done in a most professional, efficient and comprehensive manner. The Company complements Cathy on this work and also congratulates her on achieving a Post Graduate Diploma in Marketing and Management during 2008.

The minutes of all Governing Body meetings were recorded by Mr. Joe White in a comprehensive and accurate manner. A special word of thanks to Joe for this very important function.

Again I wish to place on record the support, commitment, dedication and generosity of all members of the Company. This Company has been in existence since 1992 and its positive impact on the local community has been most significant.

Many distinguished people have described this Company as unique because of its achievements and as previously stated no lesser person than the President of Ireland has concurred with this assessment. Whilst this is a tribute to the members of the Company it is also an acknowledgement of the leadership provided by Mr. Ollie Wilkinson over the past sixteen years as Chairman of the Company. On behalf of all members I wish to thank Ollie for his leadership and guidance and in conjunction with Vice Chairman Mr. Ben Murphy conducted all affairs of the Company in a courteous and impartial manner.
